How to get a title for an Enduro for on-road use?

My boyfriend just bought a 2008 200cc Motobravo Enduro bike with no title and is having trouble getting a title. He tried requesting paperwork from the distributor but he also needs the signature of the dealer that first sold the bike to the first owner. We found out that the dealer went out of business so we do not know where to go from there. Would it be better to just sell the bike with a new bill of sale saying sold for off-road use? I'd hate to see it go. Please help us!
