Are rom images illegal?

i'm just wondering, for example, i read somewhere that games that no longer profit its original distributor are considered abandon ware and are somewhat legal, or something like that, also i mean this would make obsolete consoles legal as emulator, and obsolete console games as legal roms, at least maybe not legal per se, but there is quite a gap in the law that allows me to do this aint there?
